1. To make the slow cooker short ribs: Place short ribs on a shallow plate. Combine brown sugar, soy sauce, rice vinegar, ginger, garlic, Sriracha, chili flakes, pepper, and water in a small bowl. Pour over the short ribs and allow to marinate for 10 minutes.
