Editor: Though question! Fennel has a slightly liquorish flavor and thus it may be difficult to find the perfect substitute but… depending on your recipe you can try to use anise seeds instead. Dill should work too, or alternatively what about fresh fennel, finely chopped? French tarragon would be also pretty close, but with a strong flavor so keep it light.
