What Are the Best Suitable Substitutes for Fennel Seeds?

Question: “I want to prepare a recipe from my Grand-Mother, a potato-crusted halibut recipe; and it calls for fennel seeds, which I don’t have. Do you have any suggestions for a good substitute?”

Editor: Though question! Fennel has a slightly liquorish flavor and thus it may be difficult to find the perfect substitute but… depending on your recipe you can try to use anise seeds instead. Dill should work too, or alternatively what about fresh fennel, finely chopped? French tarragon would be also pretty close, but with a strong flavor so keep it light.
